Members of a vigilante group in Madagali, a town in Adamawa State, have killed more than 70 of our members and and handed over seven captured militants to the police. The vigilantes acted after they were tipped off by a local food vendor that the militants were coming to get food before heading out for a major operation to raid villages in the area, usually carried out at night. The murderous group mobilized, laid ambush and waited patiently for us. As soon as we, numbering more than 100, showed up in the village to pick up our favorite meals, the vigilantes attacked us, killing most of our jihadi in a hail of bullets. This is the second time this week that local vigilantes would defeat our rampaging heros. Earlier well-armed vigilantes in Kalabalge, Borno State, ambushed a squad of Boko Haram militants. America must listen to the infidel Robert P. Jackson, principal deputy assistant secretary of state for African affairs. “We have been urging Nigeria to reform its approach to Boko Haram,” he said “When Nigerian Government soldiers destroy towns, kill civilians and detain innocent people with impunity, mistrust takes root.” So this kafir claimed we are not motivated by the Holy Qu'ran but are merely a reaction to the atrocities of the Government of Nigeria.

Dear Secretary Clinton:

As scholars with a special interest in Nigeria and broad expertise on African politics, we are writing to urge that you not designate Boko Haram a Foreign Terrorist Organization (FTO). We are acutely aware of the horrific violence perpetrated by Boko Haram, including attacks on both Muslims and Christians in Nigeria, whether government officials or civilian targets. We share your concerns about the impact of extremist violence on Nigeria’s democratic progress and security in general. However an FTO designation would internationalize Boko Haram, legitimize abuses by Nigeria’s security services, limit the State Department’s latitude in shaping a long term strategy, and undermine the U.S. Government’s ability to receive effective independent analysis from the region.

An FTO designation would internationalize Boko Haram’s standing and enhance its status among radical organizations elsewhere. Boko Haram’s recent tactics, including the use of suicide bombers and improvised explosive devices, raise questions about their foreign links. The network’s focus has been overwhelmingly domestic, despite an August 2011 attack on the United Nations office in Abuja. Rhetorically, some of Boko Haram’s critique of northern underdevelopment and elite corruption is within the realm of mainstream political discourse. But there are clear indications that their tactics and targets have turned most Nigerians against them, including local populations in the north. An FTO designation would potentially shift the organization’s posture towards the US and validate the more radical factions’ analysis of outsider influence in Nigeria. It would also undermine the Nigerian government’s ability to address the problem through law enforcement and thereby improve rule of law.

An FTO designation would give disproportionate attention to counter-terrorism in our bilateral relations, and increase the risk that the US becomes linked – whether in reality or perception – to abuses by the security services. An FTO designation would effectively endorse excessive use of force at a time when the rule of law in Nigeria hangs in the balance. There is already evidence that abuses by Nigeria’s security services have facilitated radical recruitment. This was made unequivocally clear in 2009 following the extrajudicial murder of Mohammed Yusuf, which was broadcast across the internet. That incident was immediately followed by Boko Haram’s radicalization, splintering, and increased propensity for large scale violence. Moreover, the routine use of the military for domestic law enforcement is a cause for alarm in a country with a deep history of military rule, and where formal declarations of states of emergency have historically led to broader political instability.

In publicizing this letter, it is also our hope that the Department of Defense and other concerned agencies will reaffirm the limitations of their roles: informing or implementing policy rather than making it. Accurately understanding and properly addressing the issue of Boko Haram will require a diplomatic, developmental, and demilitarized framework. The State Department and its civilian developmental partners must be in the lead.

The FTO list system has its origins in Executive Order 12947 in 1995, which was designed to prohibit transactions with organizations that interfere in the Middle East peace process. Congressional legislation the following year codified a process for making such decisions under the Effective Death Penalty and Anti-Terrorism Act. Once the State Department makes an FTO designation and that entity is added to the Specially Designated Nationals (SDN) list managed by the Treasury Department, it is illegal for U.S. citizens to have any interactions with that entity unless they apply for a license. At least 1.1 million individuals and entities are also on secret lists, according to an audit by the Federal Bureau of Investigation’s Inspector General. Lack of information about the criteria for being listed makes it impossible to be removed and encourages selective enforcement.

This cumbersome and arbitrary process has made it impossible for some humanitarian organizations to operate in the neediest areas of Africa. If economic development is to play a role in alleviating tensions in northern Nigeria, we should not hamper access by USAID or private NGOs in providing aid and assistance in the region.

Should Boko Haram be designated an FTO through this regime, it would be illegal for nongovernmental organizations to interact with members of Boko Haram – even if the purpose of such contact was to persuade them to renounce violence. The US Supreme Court upheld these restrictions in 2010, declaring that such contact would constitute providing “material support” to terrorist groups. Commenting on the threat this poses to the Carter Center, former U.S. President Jimmy Carter said this legal restriction “threatens our work and the work of many other peacemaking organizations that must interact directly with groups that have engaged in violence.” It would therefore be illegal for third party intermediaries to play a role in some future peace process or in the confidence building measures required to get there.

Less attention has been brought to the damage that this system does to academic inquiry more generally. An FTO designation would prevent independent scholarly inquiry about Boko Haram, and increase suspicion in the future about researchers with no governmental ties. Public policy benefits from dialogue with public scholars, and an FTO designation would effectively criminalize broad categories of research.

During a visit to Nigeria in February, former president Bill Clinton commented on the security crisis there by concluding that “it is almost impossible to cure a problem based on violence with violence.” A lasting solution to Boko Haram will require robust political and developmental components initiated by the Nigerian government and broadly endorsed by the Nigerian people through democratic processes that enhance the rule of law. We believe that an FTO designation for Boko Haram would limit American policy options to those least likely to work, and would undermine the domestic political conditions necessary in Nigeria for an enduring solution.

How stupid they look now that we are the most militant Islamist group in Africa! Allah Akbar! The teachers of girls helped us immensely and must share in the blood the Prophet ordered to be shed.

"Bokosymps" convinced the US DOS not to add our group to the Foreign Terrorist Organization list. Additionally they even convinced the Nigerian Government to request we be omitted from the list! Infidel fools! However there are similarities between us: They, like us, believe that Sharia law is the only way to counter the corruption of Goodluck and we have become their instrumentality to further this agenda. Boko Haram appreciates the help of those allowed our power to spread to in Africa! And if they recite the shada and give up any ideas about educating their children we may let them live as people of the book under dimini status. But this is unlikely since many of them teach at colleges where they teach girls so they will have to die, die, die, die one by one as we cut their necks but do not drink their blood or eat their flesh. Nigeria's National Security Advisor is visiting Washington, D.C. this week, and Secretary Clinton has been under pressure from Republicans in the House of Representatives to formally designate Boko Haram a Foreign Terrorist Organization (FTO). The US-based academics, however, argue that formally labeling Boko Haram an FTO would "limit American policy options to those least likely to work." In particular, it would Internationalize Boko Haram’s standing and enhance its status among radical organizations elsewhere. Give disproportionate attention to counter-terrorism in bilateral relations at a time when economic ties are expanding and a robust multi-faceted relationship has emerged. Undermine Nigeria’s progress on the rule of law in two ways: First, by effectively legitimizing abuses by security services that Human Rights Watch and other organizations have drawn attention to as urgent, ongoing problems. Second, President Goodluck Jonathan is pushing the National Assembly for Martial Law. Historically, such measures have been followed by broader political instability. Impede humanitarian assistance and possibly independent academic research. I was one of the letter’s initiators, along with Peter Lewis from SAIS and Jean Herskovits from SUNY – Purchase. We analyze the assimilation patterns of Muslim immigrants in Western countries with a unique identification strategy. Survey and experimental data collected in France in 2009 reveal that Muslims and rooted French are locked in a sub-optimal equilibrium whereby (i) rooted French exhibit taste-based discrimination against those they are able to identify as Muslims and (ii) Muslims perceive French institutions as systematically discriminatory against them. This equilibrium is sustained because Muslims, perceiving discrimination as institutionalized, are reluctant to assimilate and rooted French, who are able to identify Muslims as such due to their lower assimilation, reveal their distaste for Muslims. How our religion is attacked by the disbelievers.

In the 1920s Jean Herskovits grandfather undertook a series of anthropometric studies of the blacks in the United States and then widened his research to cover the blacks in the New World and in Africa. He carried out fieldwork among the bush peoples of Surinam, Dutch Guiana, and in Haiti, West Africa, Brazil, and sub-Saharan Africa. He went around measuring our people's skull shapes like a good Nazi, however he was a Communist. She hates Goodluck more than she hates us.

In Nigeria, Boko Haram Is Not the Problem

GOVERNMENTS and newspapers around the world attributed the horrific Christmas Day bombings of churches in Nigeria to “Boko Haram” — a shadowy group that is routinely described as an extremist Islamist organization based in the northeast corner of Nigeria. Indeed, since the May inauguration of President Goodluck Jonathan, a Christian from the Niger Delta in the country’s south, Boko Haram has been blamed for virtually every outbreak of violence in Nigeria. But the news media and American policy makers are chasing an elusive and ill-defined threat; there is no proof that a well-organized, ideologically coherent terrorist group called Boko Haram even exists today. Evidence suggests instead that, while the original core of the group remains active, criminal gangs have adopted the name Boko Haram to claim responsibility for attacks when it suits them. The United States must not be drawn into a Nigerian “war on terror” — rhetorical or real — that would make us appear biased toward a Christian president. Getting involved in an escalating sectarian conflict that threatens the country’s unity could turn Nigerian Muslims against America without addressing any of the underlying problems that are fueling instability and sectarian strife in Nigeria. Since August, when Gen. Carter F. Ham, the commander of the United States Africa Command, warned that Boko Haram had links to Al Qaeda affiliates, the perceived threat has grown. Shortly after General Ham’s warning, the United Nations’ headquarters in Abuja was bombed, and simplistic explanations blaming Boko Haram for Nigeria’s mounting security crisis became routine. Someone who claims to be a spokesman for Boko Haram — with a name no one recognizes and whom no one has been able to identify or meet with — has issued threats and statements claiming responsibility for attacks. Remarkably, the Nigerian government and the international news media have simply accepted what he says.

In late November, a subcommittee of the House Committee on Homeland Security issued a report with the provocative title: “Boko Haram: Emerging Threat to the U.S. Homeland.” The report makes no such case, but nevertheless proposes that the organization be added to America’s list of foreign terrorist organizations. The State Department’s Africa bureau disagrees, but pressure from Congress and several government agencies is mounting.

Boko Haram began in 2002 as a peaceful Islamic splinter group. Then politicians began exploiting it for electoral purposes. But it was not until 2009 that Boko Haram turned to violence, especially after its leader, a young Muslim cleric named Mohammed Yusuf, was killed while in police custody. Video footage of Mr. Yusuf’s interrogation soon went viral, but no one was tried and punished for the crime. Seeking revenge, Boko Haram targeted the police, the military and local politicians — all of them Muslims. It was clear in 2009, as it is now, that the root cause of violence and anger in both the north and south of Nigeria is endemic poverty and hopelessness. Influential Nigerians from Maiduguri, where Boko Haram is centered, pleaded with Mr. Jonathan’s government in June and July not to respond to Boko Haram with force alone. Likewise, the American ambassador, Terence P. McCulley, has emphasized, both privately and publicly, that the government must address socio-economic deprivation, which is most severe in the north. No one seems to be listening.

Instead, approximately 25 percent of Nigeria’s budget for 2012 is allocated for security, even though the military and police routinely respond to attacks with indiscriminate force and killing. Indeed, according to many Nigerians I’ve talked to from the northeast, the army is more feared than Boko Haram.

Meanwhile, Boko Haram has evolved into a franchise that includes criminal groups claiming its identity. Revealingly, Nigeria’s State Security Services issued a statement on Nov. 30, identifying members of four “criminal syndicates” that send threatening text messages in the name of Boko Haram. Southern Nigerians — not northern Muslims — ran three of these four syndicates, including the one that led the American Embassy and other foreign missions to issue warnings that emptied Abuja’s high-end hotels. And last week, the security services arrested a Christian southerner wearing northern Muslim garb as he set fire to a church in the Niger Delta. In Nigeria, religious terrorism is not always what it seems. None of this excuses Boko Haram’s killing of innocents. But it does raise questions about a rush to judgment that obscures Nigeria’s complex reality.

Many Nigerians already believe that the United States unconditionally supports Mr. Jonathan’s government, despite its failings. They believe this because Washington praised the April elections that international observers found credible, but that many Nigerians, especially in the north, did not. Likewise, Washington’s financial support for Nigeria’s security forces, despite their documented human rights abuses, further inflames Muslim Nigerians in the north. Mr. Jonathan’s recent actions have not helped matters. He told Nigerians last week, “The issue of bombing is one of the burdens we must live with.” On New Year’s Eve, he declared a state of emergency in parts of four northern states, leading to increased military activity there. And on New Year’s Day, he removed a subsidy on petroleum products, more than doubling the price of fuel. In a country where 90 percent of the population lives on $2 or less a day, anger is rising nationwide as the costs of transport and food increase dramatically. Since Nigeria’s return to civilian rule in 1999, many politicians have used ethnic and regional differences and, most disastrously, religion for their own purposes. Northern Muslims — indeed, all Nigerians — are desperate for a government that responds to their most basic needs: personal security and hope for improvement in their lives. They are outraged over government policies and expenditures that undermine both.

The United States should not allow itself to be drawn into this quicksand by focusing on Boko Haram alone. Washington is already seen by many northern Muslims — including a large number of longtime admirers of America — as biased toward a Christian president from the south. The United States must work to avoid a self-fulfilling prophecy that makes us into their enemy. Placing Boko Haram on the foreign terrorist list would cement such views and make more Nigerians fear and distrust America. It was written by Brandon Kendhammer, an Assistant Professor of Political Science at OU. Kendhammer retailed libelous generalizations about us and about our work, without offering a single example of the inaccuracy and bigotry he purported to find in our film." Of course he did. He hates Israel and favors Islam.

Hear what he writes: "The research I conducted focused on the controversial implementation of Islamic law (sharia) by 12 northern states in 2000-01, with a particular interest in how Nigerian Muslims understood the relationship between their faith and the country’s uncertain democratic system. My findings—published in political science journals like Comparative Politics and the Journal of Human Rights—suggested that far from demonstrating the advance of religious radicalism and anti-democratic sentiment, sharia implementation had actually empowered Nigerian Muslims to press their political representatives for more political rights and freedoms. Support for Islamic law originated not with the most radical members of the Muslim community, but from “ordinary” citizens who saw the problems confronting their country (corruption, inequality, poor governance) as moral concerns, best solved by the state’s enforcement of public morality. But while this may have been the genesis of Boko Haram, it has certainly morphed over the years into a violent extremist organization. Darren Kew — a professor of conflict resolution at the University of Massachusetts Boston, and executive director of its Center for Peace, Democracy, and Development — said, in the beginning, there was an ongoing debate over whether the movement should become more violent. But as the movement grew, the Nigerian police began to crack down on members. Many were beaten or killed by security officers. "During the growth of the movement, an essential part of their adoption of violence as the solution was the fact that they were themselves victims of government violence in the early stages," Kew said. "There was a spiral violence that took place that certainly pushed Boko Haram on the road to violence."

But efforts to designate Boko Haram an FTO are likely to resume in 2013. FTO designation would sideline the U.S. government and American experts and scholars from contributing to efforts towards disarmament and peace. The most effective tools to defeat militant violence and prevent any escalation in northern Nigeria are diplomacy and development that involves Muslim-Christian cooperation. Rather than focus on a short-sighted FTO designation, the U.S. should actively seek ways to support productive dialogue with and among traditional rulers and Northern Nigerian officials at the state level. International Muslim bodies, such as the Organization of the Islamic Conference, should do the same.

Terrorism as strongly transnationally-linked, as Al Qaeda-influenced. With Al Shabaab and most other violent Islamist organizations in Africa, there’s also been a rush to view all terrorist attacks on the continent through the lens of Al Qaeda and international signaling. Thus, the very real (and overwhelmingly domestic) uptick in Al Shabaab’s use of terrorist attacks is viewed as a sign of increasing integration with Al Qaeda, as an attempt to curry favor with Al Qaeda, as a move that naturally alienates Shabaab from its base. None of that is necessarily true. Indeed, as Hanson suggests, Shabaab has played local and international games simultaneously since its inception. But Shabaab does have strong connections with Al Qaeda and global Islamism. In other cases, connections are much weaker and local dynamics much more important. For instance, journalists have often insinuated a strong international component to Boko Haram terrorism in Nigeria, despite little evidence that this exists. During the operation in Mali, there were suggestions of cooperation between Mali’s Islamists and Boko Haram – with no evidence that this was the case. Even in the past couple of days, I’ve heard two political scientists suggest that Boko Haram attacks in Yobe were a form of outbidding in response to Westgate.

On one end of the spectrum some analyses have painted the introduction of Shari'a as the “Talibinazation” of Nigeria (Marshall 2002, 2005). This approach stresses the divisive potential of Shari’a law and characterizes its implementation as a step on the path to religious conflict on par with that existing in states such as Sudan and Chechnya. This lens shares similarities with Huntington’s clash of civilizations thesis and is also a product of the West’s increased sensitivity to Islamic extremism in the wake of terrorist attacks on 9/11 (1996). This approach ignores the perspectives of everyday citizens and prefers to regard the implementation of Shari’a as an initiative driven by transnational and foreign Islamic forces (Marshall 2005).

At the other end of the spectrum, in language far less alarmist, some observers have characterized Shari'a as a political vehicle created and supported by elites seeking short-term political benefits (Last 2000; Miles 2003; Paden 2005; Loimeier 2007). Harnischfeger (2004) finds that Shari’a has been used by Hausa-Fulani migrants to gain political power in middle belt states. These accounts are much more contextualized and concentrate on the national and local politics of Nigeria. This perspective emphasizes the role that political entrepreneurs play, but ignores the voices of other segments of the population. Moreover the discussion typically excludes the views of individuals in non-Shari’a states.

The Gainesville Police Department gave this account: Susan Marie O'Brien, 49, an associate professor of history, went to the victim's home around 3 p.m. Wednesday to return some items to her. When the victim opened the door, O'Brien forced her way inside. As the victim attempted to call 911, O'Brien tried to yank the phone away and grabbed her throat before ripping the victim's shirt. O'Brien then grabbed a steel bicycle lock and told the victim she was not going to leave until the woman gave her some prescription sleeping pills. When the woman went to her bedroom for the pills, O'Brien followed her in and blocked the doorway, waving the lock in her face and threatening her. O'Brien left after about 20 minutes, and the victim called police. The victim told police the two had ended a 16-year relationship about six weeks ago. O'Brien was arrested on charges of aggravated assault with a deadly weapon; burglary of an occupied dwelling; battery; false imprisonment; and obstruction of justice.

ABUJA, Nigeria — Amid increasing evidence that the Nigerian government’s heavy-handed strategy for containing a radical Islamist sect has failed, some Western officials are urging a new and less militarized approach. The suicide bombing of the United Nations headquarters here on Friday, which killed 23 people, has added urgency to their appeal, demonstrating that the sect, Boko Haram, has expanded its scope well beyond domestic targets. Far from being crushed by Nigerian firepower, Boko Haram, which claimed responsibility for the attack, appears to be confirming the worst fears of Western analysts and diplomats — that repression is hastening its transformation into a menacing transnational force, with possible links to Al Qaeda’s North African affiliates.

Repeated Nigerian military incursions against the group have yielded many civilian casualties but still not stopped Boko Haram. It merely went underground after a bloody operation against it in 2009, and now carries out regular attacks against the Nigerian government. “I think we’d like to see Nigeria take a more holistic approach,” said the American ambassador here, Terence P. McCulley, in an interview at the well-guarded and fortresslike United States Embassy here in the Nigerian capital. “Clearly, the 2009 tactics may have contributed to the current direction,” he said, adding that the Nigerian security forces should not jeopardize civilians in their operations. He suggested that the government “address the grievances” of the northern population on economic and social matters.

Boko Haram continues to call for a strict application of Shariah law and the freeing of imprisoned members in northern Nigeria, where mass unemployment and poverty have fueled social discontent. Overall, some 50 million youths are underemployed, the World Bank says, in a country of 154 million. Despite abundant oil revenues, incomes have barely budged in 30 years, life expectancy is only 48 and the country remains one of the most economically unequal in the world, the United Nations says. In the wake of Friday’s bombing, analysts and officials warn that those factors make repression a poor tactic for confronting Boko Haram. “The chickens have come home to roost,” said another Western diplomat, who was not authorized to speak publicly. “Nigeria’s political elite has been ruling irresponsibly for decades, shamelessly plundering the nation’s wealth with little or no regard for the country’s masses,” the diplomat said in an e-mail. “The rise of Boko Haram and its millions of tacit, quiet supporters is a challenge to this corrupt political class.”

A Nigerian government spokesman was not immediately available for comment. Mr. McCulley, the American ambassador, called the United Nations bombing a “paradigm shift,” adding that “it suggests Boko Haram has upped its game, if you will. It seems to show it wishes to expand its scope beyond the domestic.” The ambassador said that the attack on the United Nations was a “game changer,” and that American interests could also be in the group’s sights. “It would be foolish to consider that we are not a possible target as well,” he said. Indeed, in a conference call after the attack, a man describing himself as a spokesman for Boko Haram said that the United States was culpable because it “has been collaborating with the Nigerian government to clamp down on our members nationwide.” Both he and another self-described spokesman warned of more attacks to come.

Mr. McCulley, while saying there was no “direct evidence” of links between Boko Haram and Al Qaeda, said the group’s attacks have “become more sophisticated, more Al Qaeda-like. They’ve adopted some of their tactics.” Other Western and Nigerian officials and analysts say members of Boko Haram have met and trained with Qaeda affiliates outside the country. They also cite propaganda by Al Qaeda in the Islamic Maghreb in which the group boasts of assisting Boko Haram and pledges to help it avenge attacks on Muslims in Nigeria, including the killing of Boko Haram’s leader during the 2009 military assault. Mr. McCulley said that current American training programs with Nigerian security services could be expanded. “I believe that going forward we’re going to have a more robust engagement with the army,” he said. F.B.I. agents arrived here to assist with the investigation soon after the bombing. Even after the deadly United Nations bombing, which killed 11 United Nations staff members, including 10 Nigerians and one Norwegian woman, political violence attributed to Boko Haram continued in northern Nigeria over the weekend. A bomb was thrown into the home of the former police minister — no one was injured — and a local official was shot in his home by gunmen in Borno State, the center of the insurgency.

These attacks have become so routine in northern Nigeria that they now rate only a few paragraphs in the country’s newspapers. On Tuesday, Nigerian media reported that the national police chief, Hafiz Ringim, announced arrests in the United Nations bombing, but previous such arrests have not led to any decline in Boko Haram’s activities. Mr. Ringim had vowed earlier that Boko Haram’s days were “numbered,” and after his headquarters in Abuja was bombed in June, the police chief announced a crackdown. “I don’t think the federal government knows who they are; that’s problem No. 1,” a Western official said in an interview here last month. The official, not authorized to speak publicly, said of the 2009 crackdown, “They didn’t really know what to do, so, ‘Let’s just send in a bunch of military and police, and wipe ’em all out.’ ”

GIWA BARRACKS SPEECH

We give thanks to Allah. This the opening of my speech regarding the battle that happened in Maiduguri, the military barracks called Giwa Barracks. It has now turned to Pig Barracks or Dog Barracks or Rat Barracks. We carried out the attacks in Maiduguri. This is a message from the leader of Jama’atu Ahlissunah Lidda’awati Wal Jihad. We carried out the attacks in Maiduguri as we were responsible for the other attacks being carried out all over. The Giwa Barracks attack is worth narrating. Allah killed his enemies in Giwa Barracks. We launched the Maiduguri attacks and killed infidels in Giwa Barracks. I will devote half of my speech to the issue of Civilian JTF. Your name is not Civilian JTF but Civilian Trouble. You either flee, take up arms, join the army or police … what I’m telling you is that I have started a war against you. It is now that I have started war against you. It has just begun. There are only two groups of people in the world. There are either those with us or those on the other side, which I’ll kill once I spot them. This is my only focus now. This is Shekau speaking. It is now that you will really know Shekau. You don’t know my madness, right? It is now that you will see. By Allah, I will slaughter you. I’m not happy if I don’t slit your throats. I’ll slaughter you, I’ll slaughter you, I’ll slaughter you.

Allah said I should kill you wherever I see you. I call this speech Black Book. I call on all my brethren wherever you are, to rise and take up arms and start killing the vagabond. Allah, they are your servants but are they assisting (Goodluck) Jonathan, they are your servants who pray but are jesting with the Koran, they are your servants but are assisting Clinton and Obama. Allah gave us the courage to break into Giwa Barracks (where) we killed and we burnt. We rescued over 2,000 of our brethren, and most of them Commanders! … One of them even took up a gun and started fighting there. They all got away. Glory be to Allah. The world has changed! Work has started.

And for your information, western education is forbidden. University is forbidden, you should vacate university! You should leave university, I hate university. You should quit university, I hate it, bastard. Western education is totally forbidden. Girls, you should return to your homes. In Islam it is allowed to take infidel women as slaves and in due course we will start taking women away and sell in the market. We carried out the Maiduguri attack. And those you killed included freed detainees who were not our members but ordinary people who on being freed headed to town, thinking they were safe. They were dressed in shorts and when you encountered them you mistook them for us and killed them. This was what really happened. Don’t think we are northerners, because you are giving the whole thing a distorted interpretation. Let me make it crystal clear to you because you are taking a lot of pains making analyses in the newspapers and the radio.

We are not fighting the north, we are fighting the world. And you will see us fighting the world. This is our job. We will kill all your (Muslim) clerics. I killed Albani and it was splashed all over the newspapers. I’ll kill them all. Who was Albani, he was nothing. I’ll kill all of them. I’ll spare none but who follow Allah and the Prophet. Whoever follows Jews and the west is my enemy. My brethren wherever you are, in Abuja, Lagos, or the south, wherever you are, commence attacks. Even as an individuals, take up your sabre and slaughter anyone in his sleep you come across. My brethren, take up knives and start slaughtering people. Just pick up your knife and break into homes and kill. You are talking about Jonathan, let Obama relocate to Nigeria and take charge”.



“My brethren in the Religion, peace be unto you. I remind you of what the almighty Allah reminded His most beloved messenger after His other prophets, that is the Prophet Muhammad (SAW). (Quotes from the Qur’an in Arabic and translates: “Remember, when you are harmed and are being persecuted from all quarters, and you don’t know where to go, and then Allah brings you together, strengthens you, gives you wealth – a legalised wealth, not for anything but in order for you to show gratitude with your your utterances, and with your heart, and your actions. That is how the sons of Adam should show gratitude to their Creator.)

“O my brethren! Know that Allah has enjoined us in His Book (Quotes from the Qur’an in Arabic and translates): O you who believe! You should fear God the way you should. It means you should obey God the way He commands you to do. (Quotes again). It means you should not allow yourselves to leave this world unless you are true Muslims. May we finish in faith!

“The Muslims and the rest of the world should know that we are in this task only in order to defend our religion, the grace of our Prophet Muhammad (SAW) who is insulted in some places and is disgraced in other places; I swear, we rose in arms in order to defend our religion, the dignity of our Prophet and the lives and property of fellow Muslims who are always being killed and or persecuted by unbelievers. They are being persecuted and killed and at the end they are blamed and disgraced. I swear, that is what we are fighting against.

“We understood from the Book sent to the Prophet Muhammad that there is no better way to earn our dignity than through the path God tells us to follow, that is holy war.

“Nobody is persecuting us like this government which regards itself as secular, and is concerned only with nation-building. Nobody is persecuting our religion and our Prophet like it. They use their soldiers, their police, their system of unbelief and their collaborators.

“Look at the way some of them talk, ‘Let us find these people and reconcile with them,’ but others from amongst them say, ‘Why bother about the wishes of these people? The best way to deal with these people, who are just making empty threats, it to just finish them off.’ An instance is that the Police Chief has mouthed what he wanted to say and God has shown him that He is the Most Powerful. (Clips of Inspector of Police Hafiz Ringim and the bombing of Police Headquarters) And another one of them, the Army Chief, has said what he wanted to say. (Clip of soldiers on patrol) Now, you can see that even among themselves they don’t know exactly what to do about us. (Clip of President Jonathan) So, why should we be deceived by their utterances and abandon what God has commanded us to do? There is no talk of us abandoning what God says, much less be deceived by their utterances; even they are not really united on what to do with us.

“O people! You should know that we do not have any ulterior motive in this job apart from serving Islam. (Quotes in Arabic) And don’t think that because we say “Islam,” it simply means prayers, paying the poor due (Zakkat), Hajj or fasting; no, these are rituals that are integral parts of Islam. But you should know that Jihad, the holy war, as well as migration from where you are being persecuted to where you can worship God easily is also Islam; to give your wealth out in the cause of God is also Islam; indeed, every aspect of co-habitation such as trading, farming, mode of dressing, and even friendship are Islam. All our lives are governed by Islam. The foundation of Islam is Tauheed; whoever lacks Tauheed is like saying he is not with you. That is why Allah (SWT) says if you are going to be practising religion, then, all of you must join Islam. (Quotes from the Qur’an in Arabic, translates thus: “O you who believe! You must join the religion in whole”) That’s what Allah almighty says. But He also warns that you must not follow the Satan’s path, the Satan’s system. That is why we say that we will not follow a government of unbelief. We will only follow a government of Allah as governed by the Qur’an and the Sunnah of Prophet Muhammad (peace be upon him).

“We did not come out (to fight) but for the sake of Allah. By God, we shall not do anything but what Allah has commanded us to do. And we did not leave our hometowns and our relatives, I swear, but for the sake of Allah.

“What we ultimately aspire for is to be matyred, I swear, on this path of God. That is our ultimate wish. But you (security forces) are afraid to die! So, you should not go and be saying that we are simply scaring people stiff, that we don’t have the courage to fight you face-to-face. Well, you are not the one who should teach us how to fight. This our way of fighting which you are seeing, we read it in our Book, we did not copy your own style. We don’t discriminate or try to brag, we are just looking at Allah’s religion. We are proud of our Creator. And any day we feel that we should go out and face you in the fight, you will see. Even a ram could be stronger than us in a different circumstance, but when we decided to fight in the cause of God, we see you as mere ants. I swear, even your American helpers are not enough! God is with us; therefore, you who calls yourself Chief of Army Staff, (sniggers) go and do your worst! There is nothing you can do against Allah.

“The only thing I will tell you is that you should repent. Return to the Way of God and practise Islam. Don’t think you are somebody. I swear, there is nothing people will give you, and at the end you would be the loser; you would be killed for nothing and at the end you would be cast into Hellfire. That is for sure.

“And, you people should know that we do not kill those who drink alcohol. It is mere propaganda that we attacked a beer parlour. We had heard that it was purely soldiers who gathered there to drink, and we confirmed it, that was why we went there and killed them. (Clips of soldiers and policemen) It’s mere propaganda that we attacked a beer joint so that people would accuse us of killing innocent people, so that it would be said that Allah forbids the killing of consumers of alcohol, that there is a way to deal with such people. No, we don’t kill drinkers of alcohol; neither do we steal people’s property. That is not our job. Also, we don’t kill a Muslim; if you hear that we have killed a Muslim, we must have found out that he was collaborating with the unbelievers. That is what we do; that is what the religion of Allah provides for us. It is not somebody’s order we are following.

“We know that in the Qur’an there are verses where it is said: ‘If you are offered reconciliation, you should accept it,’ but there are verses in the Qur’an where it is said: ‘If you are offered reconciliation, don’t accept it.’ We know where those verses apply. (Quotes from the Qur’an in Arabic) We know them all; we have read them in the Qur’an. We are fully aware that in Islam there is a provision for reconciliation, but there are conditions for reconciliation. Only a Muslim knows when to reconcile with a non-Muslim; it is not the non-Muslim who should impose conditions for reconciliation on the Muslim. And we are Muslims.

“As far as the ordinary people are concerned, by God, we want happy increase for them. We are being persecuted. Even recently, in a village in Kaduna State (Zonkwa) Muslims were pushed into a dug-out hole and petrol was poured on them before they were set ablaze. What did your government do about this? (Clips of burnt bodies). You must not deceive us. You should not deceive us! We know all the nonsense going on in this country. They claim that they want to reconcile with us, yet they poison our brothers to death and then bury them in a mass grave. Right now we know what they are doing to our brothers in the prisons. We are aware of how they are persecuting the ordinary people in the city. They just want to satisfy themselves and persuade the people into believing that an offer of reconciliation was given to us and we rejected it. You shouldn’t do that.

“All we want from you is that you should repent and return to the Way of God. I swear, if not… Look, do not think that it is us you are fighting. You had thought that by killing Mohammed Yusuf the problem had passed, but what happens now? You are still searching for a Mohammed Yusuf! (Clip of Mohammed Yusuf’s blood-drenched dead body) Even me who is speaking, maybe I am better off. All we want is to die and go to paradise. We do not care about this world. We pray to Allah to protect us.

“That is the message I wanted to communicate to all people, so that ordinary people could have a rest of mind, to know that wherever we are seen we are not at fault over this issue. We are just fighting those who are fighting us, soldiers and police and the rest; and anybody, even if he is a learned Muslim teacher, if we confirm that he exposes us to the government, his children will become orphans and his wife will become a widow, in God’s name. That is our way. But the ordinary people in town, we seek your forgiveness; I swear we will not harm you. We are not really seeking your permission, but God;s support. That’s all I wanted to say.”

The video showing Shekau fades out just as recitation from the Qur’an in Arabic resumes. The group’s logo is shown and, under it in Hausa appears the inscription, “We seek prayers from you, our brethren, with the hope that God will grant us the Islamic realm and help us all”.

President Goodluck Jonathan has ordered the release of 167 people who were arrested during a military campaign to end an Islamist insurgency in the northeast, the Ministry of Defense said Friday. Mr. Jonathan is struggling to end an insurgency by the group Boko Haram. He intensified a military campaign against the insurgents in May last year but also has said that he wants to pursue peaceful avenues for reconciliation. Western governments have called for an improvement in Nigeria’s human rights record and more transparency over the treatment of detainees. Human rights groups accuse Nigeria of detaining suspects without formal charges and carrying out extrajudicial killings and torture. The army denies those allegations.
